For you, yes: Low blood pressure is any BP below 90mmhg systolic, but can be relative to each individual. Patients with heart failure actually can feel better at lower blood pressures and often are not dizzy at bps less than 90. You, however, have had higher than normal bps in the past, and your BP now is too low causing lightheadedness. If you have started a medication for BP you should probably stop it.
