Ortho evaluation : Start by taking your daughter for a consult with an orthodontist. The orthodontist will work with your dentist to establish a treatment plan and the best time to start treatment. Sometimes baby teeth need to be removed if they are impeding the eruption of the permanent teeth. Many orthodontists do not charge for this initial consultation.

YES!!: She just needs to go see an orthodontist for an initial exam and they can inform you on your daughter's needs.Sometimes the baby teeth will not just leave and now is the time to seek advice from a specialist in orthodontics. Talk with some of your friends and see who they would recommend.

Get evaluated: Often times, delayed eruption of the adult teeth, especially if there are so many, is due to crowding and an undersized jaw. See an orthodontist because they may recommend extraction of the baby teeth to help things move along. It sounds like your daughter would have benefitted from early interceptive orthodontics when she was 8 or 9 in order to improve proper jaw development.

Retained baby teeth: See your family dentist or an orthodontist for an examination and x-rays to see if there is a reason she has not yet lost these teeth, for there are several possibilities. It's possible that they are just not ready to come out. Once the problem is diagnosed, your dentist can then recommend the proper treatment.

Yes: She can still have braces. The question is: is she ready for braces yet. Depending on the orthodontic problem the orthodontist may not need to wait for all be baby teeth to fall out prior to starting treatment. Have your child's pediatric dentist take a panoramic image so they can see how her permanent teeth are coming in and if you should have the baby teeth extracted or just give them more time.

Please see an Orthodontic specialist. Orthodontists are dents-facial growth and development specialists. Most girls have lost all of their baby teeth by 11-12. Orthodontist can tell you, with appropriate x-rays, whether all of her permanent teeth are present and developing. But it sounds like the baby teeth roots are not dissolving away properly. And delaying evaluation is counter-productive.
