130/55 - good: This isn't a completely normal BP because of the wide pulse pressure (difference between the systolic and diastolic pressures) but it's well controlled (not too high) and not too low, ; doesn't require any treatment. It's as good as your friend/relative is likely to be considering their overall health. We must be practical about such matters.

Heart disease ??: How is their heart? Have them see a heart doctor. Pulse pressure greater than 65 (130-55=75) may indicate heart disease. http://www.ncbi.nlm.nih.gov/m/pubmed/12962774/.
