Either one: Both are capable and evaluating and treating this problem. If surgery is needed, then an orthopedist is necessary.

Orthopedist: They will have a greater array of testing modalities to see just what is wrong and recommend treatment accordingly.

Hip pain: Rheumatologist specialize in rheumatological problems such as rheumatoid arthritis and similar problems. That is not to say that they won't see you for your hip pain but they are more in tune with rheumatological causes. Most likely your hip pain is not a rheumatological issue. An orthopedist would likely be a better place to start.
