yes: Most often if you are healing from a broken arm (either the forearm or the upper arm), you should be free to move the hand/fingers. And in fact should be encouraged to do so to avoid stiffness.

Broken arm: Yes. Unfortunately it is an old wives tale that as long as you can move your fingers or toes you do not have a broken bone. Also, as stated by another physician earlier it is best to keep your fingers moving to avoid stiffness as part of your rehabilitation after a broken bone.
