Semantics: In dentistry, the cervical area of a tooth is where the root and crown meet. This area is commonly the focal point of cold sensitivity especially if gingival recession has exposed the sensitive root area so you may have heard the term in this context. It would be unrelated to other cervical areas in the body.

Neck?: I assume you mean can neck pain give you a toothache. There are theories that trigger points in muscle can cause referred pain to the jaws/teeth, this would be a very uncommon cause of tooth pain. See your dentist for evaluation of tooth pain.
