Yes: Any swelling is most likely an infection and needs to be evaluated and treated accordingly. Other possible causes as well. See your dentist to have this checked out as soon as possible.

Definitely yes: Sometimes, even after root canal treatment, infected debris can remain the root tip. If the tooth is in the front of your upper jaw or lower jaw, the infection can involve your lips. See your dentist ASAP.
