Can steroid injection cause a flare in neuralgia in the same area? (neuralgia in wrist, injection was in similar area)

It could: Possible, the needle itself might have irritated the nerve. Do me a favor and stay away from those injections, there are other ways, nowadays you cd even google them. Steroids can destroy tendons and tissues if repeated.
