Sometimes: If it is switching sides, more than one nerve is involved. Sometimes a very big central disc herniation can cause this. Consider getting an MRI if this is getting worse or not improving.

Yes: Especially if the disc herniates out centrally it can touch both nerves on each side. Also if there is a tear, the leakage of the inside of disc can be irritating to the nerves on both sides.
