Yes: Usually skin cancers ruin the local hairs fairly early, but having one is no proof it isn't something nasty. Get it seen if you have any concern.

Yes: Basal cell carcinomas in the scalp or other areas may have hairs growing initially, but as they progress their ability to grow hair disappears.
