Generally No : Genitofemoral nerve block is a peripheral nerve and it's innervation (where it gets it's feeling from) is at the L1 and L2 spinal nerve levels. Typically the block is done at the peripheral level in the lower abdomen/pelvic area next to the pubic bone. Sometimes when this technique provides short term benefit, another injection may be performed at the spinal nerve levels to get relief.
