Depends: If recent bite and it is sore and red, it could be the start of an abscess or pus accumulation. If not recent it may just be scar tissue formed from repair of the bite damage. If you live in west africa it could be the tumbu fly larva living under your skin :(.

could be local reaction to the bite or the beginnings of an infection. also may be calcified blood if area has been scratched a lot
