Insect bites?: It may be some kind of reaction to insect bites or some other form of contact dermatitis as these are very itchy.You can use calamine lotion or caladryl lotion and take Benadryl (diphenhydramine) over the counter for itching and make an appointment with your doctor or a dermatologist to get it checked for further treatment
