what position must the diaphragm be in when you inhale and when you exhale?

Diaphragm position: When you inhale your diaphragm contracts descending lower in the chest.  The opposite is true for exhaling.  Other chest muscles are involved in respiration such as the intercostal (internal and external fibers), scalene and sternocleidomastoid muscles.  Abdominal muscles also contribute to forceful exhalation.

when i try breathing exercises; inhale w/nose exhale w/mouth slowly using diaphragm my face and arms start tingling more and more.

You might be: hyperventilating which can cause paresthesias.

No: Stomach pressing on diaphragm when full, is normal. It shouldn't damage the diaphragm. However, in obese people and those with preexisting lung diseases, full stomach may cause shortness of breath depending on severity.

regular doctor visit or urgent care? i am experiencing pain in my diaphragm area when i in hale enabling me to fully inhale.  the pain slightly spreads to my lower chest area, it feels like there is a blockage of some sort. i have had this for about 2 day

By : By the date of this post about a week has passed. Have you seen a medical professional? If so what was the outcome? I will take this opportunity to comment on your question. Pain associated with breathing along with chest pain definitely warrants a doctor's visit. If shortness of breath is present and/or the chest pain is persistent that's when i would say visit an urgent care or er.

Not usual: Diaphragm pain is not usual. Are you resting well. 
How much do you exercise? How much caffeine?
This may well related to this or to a virus.? See your doctor and get this looked at.

i fell from a high wall onto my back 2 wks ago. i have been feeling discomfort in my diaphragm region. i need to hold my breath when going up stairs or jumping to reduce the discomfort. it hasn't got worse but it's persistent. any recommendations?

Possibilities: You could have issues in lower esophagus or within stomach.  However, there is a very rare condition called "Diaphragmatic Myoclonus".  May be beneficial to see a gastoenterologist, but a neurologist may be useful in future.

can you get more oxygen if you breath with your diaphragm instead of lungs?

No: The main breathing muscle is the diaphragm. That together with the other breathing muscles between your ribs brings air in the lungs where the oxygen gets into the blood. It is the same air, no matter how you breathe. Hope that helps.

: Frequent exercise + practice deep breathing technique: inhale by nose (1), hold breath as long as possible (2) then slowly breath out by mouth (3). So if you inhale for 2 seconds, you will hold your breath for 4 seconds and then breath out slowly and completely for 6 seconds then your breathing rate is only 5 breaths per minutes or you can do even slower 4 breaths/minutes when you advance.
