Complex issue: Need to find out why a closed duodenum-scarred, ulcer, tumor mass of stomach, duodenum, pancreas, other. Diabetes can slow stomach emptying, but not close duodenum. May need some manner of bypass procedure if truly obstructed. Definitely needs to see doc with some experience in this.

Persistent vomitting: Forced vomitting can cause ruptured of esophagus which carries hi mortality and morbidity. It can also cause bleeding from tear at esophagus-stomach junction. Over time vomitting can cause discoloration of teeth, electrolyte disturbances, an esophagitis( inflammation of esophagus).

Yes: You can try Miralax over the counter medication without test and smell. With a lot of fluid like water , juice and other liquid. Daily for 2-3 weeks. Start with maximum dose: measurement : cup on top. Good luck.

It appears that if 24 or more you should have absorbed the medication and would not  need to repeat dosing . F/u/ w/ MD and or planned paretnhood.

Gastroenteritis: You didn't mention age!
stop juice, pedialyte for each diarrhea. 
Diet: bananna, rice, applesauce, chicken, soup, crackers, yogort. If on infant formula, change to lactose free for 2 weeks. Continue breastfeeding.
3 wks diarrhea is kind of unusually long. Most diarrhea are viral, resolve in 3-7 days, vomiting first 1-2 days 
call her pediatrician and get a detail evaluation and labs if needed.

DON'T KNOW: Stomach viruses can cause these symptoms and usually self limiting and resolve anywhere within 24 hours to up to 10 days.  If the symptoms persist or you start getting other associated GI symptoms, than you need to see your dr or a GI dr. For an evaluation, best wishes.
