With headache??: Some women have migraine headaches associated with menses. The theory is that the change in hormone levels, trigger changes in vasomotor response... And migraines are considered headaches with a vascular etiology. It might be useful for you to monitor your blood pressure, twice/day for a month and include two menstrual cycles, to see what you find out. Also, would discuss with a neurologist!

So it is not allergies and not infections, but runny stuffy nose triggered by irritants such as temperature change, weather, smoke, perfume, etc.  Avoidance is best, but not always practical.  Topical nasal steroid sprays, the anticholinergic nasal spray atrovent nasal as well as astelin/astepro may all help.
