No: If you are really eating 1000 calories per day, every day, then you will lose weight, even if the calories are made up entirely of fat.  1000 calories per day is less than a normal human adult needs. Note that I am not suggesting that you eat a diet of 1000 calories per day of fat.

It is math: Caloric intale minus basal metabolic rate minus calories burned from activity. If it is a plus you add weight   if minus you loose.

You might mean one of two things:
does it help put on muscle. It isn't a complete protein and whey or food is a better one to use. Can mix it with other proteins to make it more effective.

It is used by some: For this purpose - especially when combined with weight lifting. Eat healthy high 
calorie foods. Eat 6 meals/day. Work on strength training to build your large muscle groups. Workout w heavier weights w fewer repetitions. Sleep at least 8 to 9 hrs/night. Hydrate well w water. Foods to help w healthy weight gain: almonds, cashews, pecans, sunflower seeds, flax seeds, walnuts, hummus ; avocados.

See details: Protein, including whey protein, can help improve muscle size and strength but only when combined with resistance training. It will not help you gain weight. You need carbohydrates for that.

All if used right: I don't know of any whey protein powder that causes "massive weight gain." in general, weight gain comes from excessive starches &/or fats. Pure protein like whey does not cause this. But one will not have muscle gain just by eating whey- only by exercising as well! i strongly advise whey from grass-fed cows not given hormones & antibiotics, even better if processed at a low temperature.

Probably safe: Protein powders &amp; shakes are not regulated by the USDA; there is no guarantee regarding strength/purity/safety. Independent analyses find the contents to differ from the label. Food sources of protein &amp; calories are preferable. Of course, some allergies exist to whey &amp; other components. If you are not allergic and avoid supplements with unnecessary additives/herbs, should be ok in moderation.
