Absolute counts: If you are significantly low on lymphocytes, below maybe 800, get checked for HIV as every adult should anyway. If you feel well and the absolute neutrophil count is a bit high, and the cells are well-formed, this probably means nothing. A cold shower can do it.

How low: Would need to see the whole report.If platelets also low would be pancytopenia.It would depend on how long the percentages are.Could be something such as iron defiency,renal problems,bone marrow issues.Too little information to express more of an opinion except may need more studies if significantly low.

the lab findings you quote sound a bit abnormal (12.9 is a little elevated and lymph % all sound like possible early viral infection)

basophil percentage high at 2.5%, total wbc 4000, basophil absolute .1 which is normal. is this increased percentage a reason for concern?

Any symptoms?: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, your basophil count per se is not a cause for concern.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

my monocytes percentage just shot up from 6.9% to 12.9% in just 7 weeks, and my wbc went to just 3.6 from 3.9.  also my b12 is 1246.  concern??

Talk to the doctor who ordered the tests. Having said that, common cause of elevated eosinophils are allergy and parasitic infestation.

I'm worried: Neutrophils below 1000 worries and me and you're not far from the count of 500 that very much worries me. Get with a hematologist. If you're taking any meds you don't truly need, consider stopping them. Lupus can do this, but you'd probably have other warnings of this. Get checked again soon -- there are "cyclic" entities in which they drop for just a few days. Best wishes.

Several populations: of cells are in the mid range on an automated diff. Eosinophils are there and could go with a reactive or inflammatory process with an elevated ESR. Anemia alone can lead to ESR elevation.
