Close: Low percentage of neutrophils IS the evidence of a decreased wbc.

All is relative: The white blood cells include neutrophils, lymphocytes & monocytes. They can be reported as relative percentage of each (WBC) adding up to 100% or as an absolute number present. Total white blood cell counts can be high/low or within an established normal range. The relative percentage of neutrophils to other WBCs often suggests a viral or bacterial process.
