I favor cycling outdoors, because your body weight is off the knee and you are not dropping weight in stride which can bring nearly 1000 lbs of force on the knee joint. A schwinn airdyne is very good, because you also use arms and spread the work to upper extremity as well. Isometric exercises are also helpful!

See your doctor: Arthritis related to uric acid, would be rare in your age group but still possible, it would require very specific medical treatment and less likely to respond to equipment such as bands /straps which are most beneficial for symptoms from osteoarthritis. Rheumitology   referral may be warranted.

Everyone should: Do you want to have spina bifida, arthritis, and pain from the tailbone down, and be in lousy shape?  Not exercising will make everything else worse.
Confer with your doctor to make sure that the exercises you are doing are appropriate for your condition, respect your body's limits, back off when the exercise causes pain, and exercise.  
And don't forget to eat healthy too.

Yes ice can and does: Help a lot of pts. Exercises are vitally important to regain strength and range of motion, which also decreases the pain. Once she does regular exercises she should be able to walk and lift her leg, providing no severe back or hip problems are also present.
See a local orthopod who can treat you. Pt, heat pads (as some people find them better than ice) would be helpful. Surgery is an option also.

See details: It is debatable at age 58 whether you are too young for a replacement. In my opinion, with quality of life a major issue, you are not if your x rays revealed advanced disease. If you have not tried it already, ask about viscosupplements such as synvisc (hylan g-f 20) or orhtovisc injections. You can help your knees significantly if you follow a low carbohydrate diet and control portion size.

Arthritis in knees: Are you sure you have arthritis or do you mean pain? Arthritis is unusual in a 21 year old unless you had an injury to the knee. Most knee pain in young people is treatable and you may want to see your doctor to get the correct diagnosis. It could be runners knee which is treated by quadriceps strengthening exercises which are essentially strait leg raises with some weight on your ankles.
