why is 300mg of melatonin not making me tired enough to sleep properly?

It doesn't do that: First, melatonin is not FDA controlled. Do hamburgers vary ? Melatonin is no more regulated than foods and there's zero quality control on whether you are really getting 300 mg.
Then assuming its ok, it is the hormone that tells you it is dark. THis might be a trigger to sleep, but it is NOT a sedative. Unless you are tired, due for sleep, etc. It won't do much.

it takes almost 1 hour to make my brain tired enough to sleep. also, i cannot sleep more than 7 hours. what can i do?

Use excellent sleep: Hygiene. 1. Keep a regular bedtime & wakening time (to include weekends). Get up the same time each day, regardless of what time you fell asleep. 
2. Make a regular, relaxing bedtime routine. Relaxing rituals prior to bedtime may include a warm bath or shower, aromatherapy, reading, or listening to gentle music. 
3. Sleep in a dark, quiet, cool room on comfortable mattress & pillows.

Narcolepsy: You need to have a sleep study done to confirm narcolepsy which is a condition where you can't stay awake and fall asleep anytime during the day.

Sleep: Sounds like you might have sleep apnea.  You should get a sleep study.

Circadian rhythm: If you are sleeping at different times regularly, your body cannot establish a ‘normal’ circadian rhythm of wake time and sleep time. Certain hormones are only released during restful sleep, and you may not be getting any. If possible go to sleep and get up at same time each day, allowing roughly 8 hours for sleep. Bedroom  dark, cool, and quiet. Melatonin may help develop thus rhythm.

Sleep: Your fatigue and yawning suggests that you are not getting enough sleep or that the quality of our sleep is not good.  Please see your doc.  He/she may refer you for a sleep study.  Perhaps you have sleep apnea.  Peace and good health.

Look elsewhere first: Zinc deficiency might do this but is not common.  Many other conditions (anemia, diabetes, thyroid disease, depression, etc) are much more likely to be the cause of her fatigue.   She should go to her family physician for exam and some simple tests.

Infection/pregnant?: You should do a home pregnancy test to see if you are pregnant.If not pregnant it may be infection and see your doctor asap.

: In order to feel well rested from sleep, a couple of factors coming to play.  1st, your body needs to be able to get into deep stage IV sleep to feel the quality of the sleep.  If your sleep has disruptions you will not get that stage of sleep.  2nd, we sleep in 90-100 min intervals before starting another round of sleep stages.  Awakening in the middle of a deep sleep stage also causes lethargy.

Uncertain. : Your quality of sleep may be poor or your quantify of sleep may be inadequate.  You could also be suffering from an underlying medical condition which is causing fatigue. Use good sleep hygiene.  Retire & rise same time each day. Keep bedroom dark & cool & use only for sex & sleep. Turn off tv. No naps. Exercise regularly but not in late evening. No caffeine for 6 hrs & no alcohol or tobacco w/i.
