Wouldn't worry...: Impacted wisdom teeth can cause pain and inflammation under gums. Inflammatory chemicals from this region can cause lymph nodes in the region to become enlarged and tender (usually). Generally, a Dentist would recommend removal. Also, good oral exam is warranted given history of snuff usage. Reduce your risk of oral cancer by quitting. Lymph node swelling without pain should be followed over time.

Since they have been present for the same time that you have suffered from a chronic scalp infection, i would think your lymph nodes are reactive and due to the skin infection/inflammation. See your doctor for treatment for your scalp. Your node swelling should resolve.

Almost never: Almost all young adults have at least two. If they're not fixed to the surrounding structures, grotesquely big, or rocky / rubbery, leave them alone and forget about them.

Normal or infection: You can have a skin infection, like a pimple, on your thighs or groin that will cause them.  If you are sexually active, sexually transmitted infections can cause them.  If they are about the size of shelled peanuts, then they can just be normal.  If they are from an infection, then they should shrink in a couple of weeks.  The normal blood test means that it is nothing bad that you have.

Swollen Lumph Nodes : Although oral cancer is assocaited with chewing tobacco, one week of use will not result in cancer. The wide separation between the nodes in the neck and the nodes in the groin suggest something else may be pgoing on, ranging from a simple post-viral adenoparhy to something more sinister. If they nodes don't clear on their own, i suggest she consult her doctor for a thorough evaluation.
