Couple of things: It would be better to get a compressive wrap on the foot to help immobilize the bones.  Often times a fracture shoe or walking boot is helpful.
Treatment also depends on which bone is involved.

Microtrauma: Regular fracture results from a direct trauma to the bone. Stress fractures are caused by multiple microtraumas to the bone, which causes the bone to weaken and then eventually break. Many things can cause a stress fracture in the foot. Typically its caused by an excessive load on an unsupported foot.

Foot fx: This depends on the location of the fracture. As long as it is not a fifth metatarsal jones fracture most likely you can bear weight in a protective boot or shoe. Talk with your doctor to be sure.

Let me explain: You have stress fracture in the foot? If it is stress fracture should heal when stop stressing the area which it 6-8 weeks.
May be he is talking about something else?

X ray.: Xrays are often able to identify fracture especially if the fracture is older.

Have a foot exam...: Your stress fracture 9 months ago may have been more than just the bone injury.  There are several soft tissue structures that overlay the top of the foot.  There are tendons and ligaments which may have been damaged.  Have the foot checked properly.  See a podiatrist for a full foot exam.  You had a bone scan and ct scan, but an MRI is a better diagnostic test to evaluate the soft tissue.

Bone scan is one: Option.  It is a very sensitive test, especially if a 3 phase examination is performed with additional, higher resolution spect/ct imaging to allow comparison between the anatomy (ct) and the bone physiology (spect - a special way to perform nuclear scans, including bone scans).

The radiation exposure of a bone scan is very low, with no side effects.

Mri is also an excellent way to image this.

Stress Fractures: Can cause long term swelling.  Repetitive trauma to an area that underwent a stress fracture will continue to have stress-induced swelling.  If you are not wearing an orthotic in your shoe that helps to displace pressure and impact trauma away from the fracture site, then you will continue to have stress-type symptoms in that area, including post-injury swelling.
