Haven't seen evidenc: Saw palmetto is sold to improve symptoms of benign prostate hyperplasia. However, recent review of evidence demonstrates no benefit at even higher than recommended doses. It's not clear how saw palmetto (doesn't) works but it doesn't appear to affect either testosterone or dihydrotestosterone. Excess t can increase body hair but it's conversion into Dht could cause male pattern baldness.

No.: Saw palmetto is billed as an alternative to Finasteride for hair loss, but there is no credible evidence to support this, and no logical reason why it would work. The rationale is that both are also used for prostate enlargement, but there is no evidence that saw palmetto works on prostates either! only Finasteride and Minoxidil have been legitimately shown to prevent hair loss; stick with them.

Saw Palmetto: Saw palmetto (serenoa repens) is often taken for male  urinary symptoms.  Due to the assumed mechanism, some think it can also grow hair. But according to the best studies it doesn't actually help in either department.  It seems this herb is not very useful except for the ever-present placebo effect. Probably: It's possibly unsafe to use if you have a bleeding disorder, as the bleeding might get worse.  As far as hair loss is concerned, used topically, the evidence that it helps is sketchy.  Nevertheless, people use it.  If you use it and it works, please write in again.

PCOS: hair loss: See your gyn provider and ask about the use of a testosterone blocking agent, like Finesteride.  this should arrest the hair loss.  Also inquire about using oral contraceptives to diminish the estrogen effect on the lining of the uterus.  Constant estrogen can eventually cause problems, and oral bcp's will stop ovarian production of estrogen.

Saw palmetto: There is no evidence that it will help your hair, but evidence that it may interfere with your birth control. Are you on Metformin for the real problem with PCOS and testosterone? That being insulin resistance. If not suggest it to your physician or see an endocrinologist.  Your best bet would be to see a dermatologist for help with your hair loss.

Breast : Breast size is pre-determined by genetics. Herbs such as the ones listed will not increase her breast size, and stopping the herbs will have not affect either way. Think about it, if the herbs actually increased breast tissue  there would be no need for breast implants and women across the world will be taking supplements and saving lots of money. 
To answer your question, I do not believe any formal studies have been done to determine if the above herbs will increase the risk of breast or ovarian cancer. Unfortunately since these herbs are not regulated by the fda (food and drug administration) there will likely not be any formal studies any time soon.
The person in question should know that her breasts are still growing and she should be patient. Also learning to love your body as it was intended to be is the key to happiness and self confidence.
