Sort of: Cheese is notoriously constipating mainly because it has absolutely no fiber content.  If you eat your cheese with things that are high in fiber (like, say, a salad), you should be fine.

Aged Cheeses: Lactose content varies by cheese. Hard, aged cheese like swiss or cheddar have less lactose due to the lactose being broken down as the cheese ages. Parmesan is an especially good cheese for the lactose intolerant. Many brands are also making lactose free versions of cheese now, so checking labels is always a good idea. Lastly, yogurt cheeses have less lactose because the bacteria break it down.

Hard cheese...: Domestic or french is relatively low in lactose. Fat conten, as in most cheeses, slows stomach emptying, makes less lactose per time for gut to digest. Most people with lactose intol can handle smallamounts, in mixed meals, e.g. Sandwich, better than liquid milk. Yogurt better as well-bacteria digest some lactose.

Yes.: Any cheese you buy should be devoid of carbohydrate, but your lucky: swiss, chedder, colby, provolone, parmesgan, romano, etc. Avoid american processed chees. (read the lable-carbs which are  lactose).  Frozen ices and most yogurts contain lactose.  Greek and middle eastern style yogurts may contain little to none.  But check the carbs-lactose, unless sweetened with corn syrup & dextrose.

Lactase tablets: If you cannot avoid milk or cream cheese, try taking lactase tablets just before eating them.  Lactose-free milk is also available in stores.

Good question: You may have lactose intolerance or sensitive to one of the ingredients of nacho and melted cheese, even the preservative can cause it. Avoid any food that causes you symptoms and consult your physicisn.
