Stay away from them: It sounds silly, but stay away from where they are.  If you must go there, wear appropriate clothing (long sleeves and pants, and use insect repellant on your skin and your clothing. Wash your clothes well afterward.

Life cycle: Apparently the sand fly's GI tract provides the perfect environment for the parasite to develop through it's life cycle.  Immature forms of the parasite are ingested by the sand fly when it takes a blood meal from an infected human.  The parasite then develops in the sand fly mid gut.  No other mosquitoes seem have what the little parasites need to develop.

Get checked: First of all, the bites will fade and disappear.  Secondly, sand flies transmit a group of parasites called leishmania.  There are different species in different parts of the world.  If you might be infected, tests are available and the problem is readily treated.  Find an infectious disease specialist and ask if and when you should be seen and tested.

See doctor: If the itching is interfering with your life, you may need to use a more potent topical cortisone (Rx) or even a short course of oral cortisone.  Will need to check if any secondary infection may be present.

Yes, unless infected: Clobetasol will help decrease the local inflammation associated with most insect bites. If a person has scratched the bites and caused them to become infected, however, an antibiotic cream might be needed in addition or instead.
