Blood vessel: Due to the color, it may be swollen blood vessel under the surface protruding like a bump or a venus lake which is a swelling caused by bleeding under skin. Many causes like trama, weakness in blood vessel, etc. They generally are not painful or serious.  If they get too enlarged, uncomfortable, or cause issues with speech or eating, they can be surgically removed or reduced.

Sore tongue: There are many causes of what you describe. It sounds like a combination of normal or inflamed papilla, scalloped tongue and perhaps some other issue that needs to be treated. It requires that you actually see a dentist to evaluate and diagnose these conditions, and treat accordingly if warranted.

Best weld be to observe her for a few days and if new spots develop or other signs and symptoms develop take her to her pediatrician or a dermatologist.. If u r very worried u can do so now.
