Blood vessel: Due to the color, it may be swollen blood vessel under the surface protruding like a bump or a venus lake which is a swelling caused by bleeding under skin. Many causes like trama, weakness in blood vessel, etc. They generally are not painful or serious. If they get too enlarged, uncomfortable, or cause issues with speech or eating, they can be surgically removed or reduced.

Bruising vs growths: This may indicate a blood clotting disorder if sudden. Are you on Coumadin (warfarin) the blood thinner? If so contact your md today. If slowly coming on over weeks and spreading, it could be certain growths you obviously need to be checked for. Under the tongue a few varicosities are often present in older people.
