Eczema: Those areas are the common place of eczema in children. You can try over the counter Hydrocortisone cream a few times a day. Use a lot of moisturizer and visit a local physician if it does not go away.

Numbness: Numbness usually means some process involving a nerve.  It could be something like having worn tight-at the waist clothing that caused some compression, or possibly arthritis or spinal disk problem, particularly after having done some physical work. Onset of shingles could be numbness, itch or pain. Since this is persisting, i would recommend a visit to your doctor for a proper diagnosis.

Which soap and laundry do you use? ANYTHING NEW?
Could be from having switched your soap or detergent. If it doesn't get better, see a dermatologist.

Itch and bruises: Extreme itching without a rash can be caused by dry skin, diabetes, prickly heat, hyperthyroidism, polycythemia(too many red blood cells)  as well as other diseases like lymphoma. If the bruises are not from scratching, a bone marrow or hematologic disorder is suspected. Your physician should evaluate you and order appropriate tests and referrals to specialists may be advised.

Jock itch: See a physician as it is difficult to diagnose skin lesions without an exam. My guess is  tinea  cruris, a fungal infection of the groin, buttocks and genital area a. .Jock itch causes an itchy, red, often ring-shaped rash in these warm, moist areas of your body.
Jock itch gets its name because it is common in people who sweat a lot, as do athletes. It usually respond to topical anti fungals cream.

Unwanted rashes: You very well may be reacting to the laundry soap concentrated in the underwear elastic band. It may be nice to rewash all clothes like this in just water without laundry detergent an then letting your skin recover.
If you are reacting to the elastic you may need a different type of underwear.

A good skin doctor can help you sort all of this out.

Allergy: Perhaps you had an allergic reaction to the cleaning solution. You could try some over the counter Benadryl or Benadryl cream and schedule follow up with your surgeon for an examination and testing.
