Dermatitis: It depends on what is really going on and should be seen by a doctor. It could be contact dermatitis, allergic dermatitis, seborrheic dermatitis, Lupus, Rosacea, and other etiologies. Each condition would be approached a little different in regards to work-up and treatment.

my son , 2 years 4 months has been getting flash skin reactions that we dont know what is causing it. we see a pattern of crying and rubbing eyes as minutes after that he has a red blotchy patch appearance on his face. he also get it on his legs.

Urticarial rash?: An allergic reaction is possible. Provide children's Benadryl as directed by your physician or pharmacist for three days. If the reaction involves respiratory symptoms, drooling or vomiting, please see acute care right away. His ocular irritation may be due to an allergic reaction.  Rinse eyes with ocular saline. Avoid contact with common allergens, pets, smoke and any food triggers.

Scrub: Suggest you wash face with ivory soap and abrade skin gently with a facial scrub pad.

A healthcare provider can diagnosis flushing after an exam. Since facial flushing  can be from a medical problem or allergy additional test may be necessary to determine the cause of the symptom. some causes include:alcohol,allergy,drugs,emotions,food additives,weather, to name a few

: Well you might get better! Not a bad side effect. ;-).  This short term burst of steroids should not likely cause and side effects unless you are allergic to it.  Go to Drugs.com and review possible side effects. And then discuss with Dr and decide if possible side effects are more bothersome in you than your red swollen eyes. Discuss.

Eczema: Sounds like dry skin and eczema. Try using a daily moisturizer and apply over the counter Hydrocortisone cream twice a day. If it continues see your doctor.

Eczema or allergy: Dry skin could be a sign of atopic dermatitis or eczema which is a dry skin hypersensitivity reaction. This can happen with irritation or contact with a cosmetic ingredient causing an allergic reaction. Using topical cortisone creams and moisturizers can help. Also need to evaluate your makeup to see if you're allergic to one of the ingredients.

Petechia: The red dots re called petechia. The are ruptured tiny blood vessels and are a result of i the pressure caused by his cough . I recommend you see a primary care doctor ,  best of luck, jp.

Local irritation: Apply a cold compress to his eyes and rinse his eyes gently with saline.  There may be an allergic reaction. An over the counter pediatric antihistamine may be helpful.
Avoid contact with dust, mold, smoke, animal dander and pollen. Please see your pediatrician if there is worsening or no improvement.
