Red blotches: Is a problem because it can be from so many things. Allergic reaction, dermiatitis fungal infection. Best off seeing dermatologist.

Watch salt intake: This could be a problem of salt intake being too high.  Other alternatives that could cause swelling are glutens and dairy.  I would check in with your primary care doc for a complete checkup

Eczema: This sounds like eczema.  It could also be psoriasis but psoriasis does not always itch.

Vascular related: The coloration in your feet and ankles can many times be related to bloodflow.  In particular, if you keep your feet down, gravity tends to keep the blood in the are, the feet can sometimes swell, but they become discolored, in some instances - blotchy, red.  Elevate your feet to see if the color changes.  If so, then it's normal.  But if you aren't sure, have your feet checked by podiatry.

Possibly  Venous  insufficiency : They give me many reasons why no one your age and what it looks like it's hard to tell, but the first thing that comes to my mind to something called Venous insufficiency. This is where the means or an orange and cannot pump the food out of your ankle. Try elevating your feet above your heart or use compression stockings.

Varicose veins: Many women develop varicose veins as they age and although a 16 year old is still young, genetics, pregnancy and obesity can cause them to appear early.  They can be seen on the legs as thick purple veins or a grouping of tiny veins close to the surface.  This can cause itching, redness, swelling of the feet and ankles that comes and goes.  There are many other causes as well.
