Veins: I suspect that your pregnancy resulted in some degree of vein damage in your legs. Brownish pigmentation of the lower legs and ankle edema are probably caused by venous insufficiency. Wearing elastic stockings, elevating your legs when sitting and following a low salt diet should be helpful. A vascular surgeon could evaluate your vein status of your legs and advise you.

Consider a diuretic.  There may be venous or lymphatic obstruction which your doctor can diagnose and treat.

Right leg pain: Swollen ankles can be a manifestation of congestive heart failure, dependent edema, liver problems, anemia, varicose veins etc. Right leg pain is worrisome, it may suggest blood clots, phlebitis, cellulitis, vascular disease, etc. Immediate evaluation by her primary physician is recommended, she may need a doppler studies of her legs/vascular surgery evaluation if necessary.

The : The good news is that your heart is not failing, which would have been detected on the ultrasound of your heart. When this occurs your heart does does pump blood effectively which ultimately results in fluid accumulation in your lower extremities.
As far as why you have swollen ankles/legs its hard to say. You may need to decrease your salt intake. Also if you have any pain, redness, or tenderness in your leg(s) then your doctor may need to do an ultrasound of your lower extremities in order to rule out blood clots.
I suggest you schedule a follow up visit with your doctor in order to investigate this problem further.

The specter of phlebitis (local heat, tenderness/pain) or heart failure (shortness of breath, fatigue) always lurk.  If chronic, no gradual weight gain, and better in the morning, worse at end of day, probably not to worry too much.  If otherwise, see your doctor!
