Sounds like bad idea: That sounds like a bad idea. Some people are prone to keloids, probably genetically determined. The problem is that if a doctor cuts out one keloid, another usually forms. Steroids are usually tried such as an injection of triamcinolone into a keloid. Dermatologists with experience in keloids can help. Of course, humans are just perfect without any piercings or other artificial holes.

See the doctor first: You need to find a good plastic surgeon who has experience in treating keloids.Myself as a practising plastic surgeon will never remove keloid on 1st session.Iusually treat them with injection of locally acting steroid(triamcinolone acetonide).Many times keloid shrinks and may not need surgery.But, you needseveral sessions of injection.So, go and see a plastic surgeon.

Yes (low risk): There are risks to nearly any intervention and this includes over correction with atrophy, telangiectasias ( spider veins) and/or ulceration.  This may take more than one session.

acne, 
burns, 
chickenpox, 
ear piercing, 
minor scratches, 
cuts from surgery or trauma, 
vaccination sites, 
tattoos.
Do not get the tattoo.

A keloid: will not disappear ....and surgical removal often just produces another keloid..no ointment helps....I would consult with a Board Certified Dermatologist!

It may come back : No one knows exactly why keloids form but they often follow piercings. If you have had a keloid treated most would adivse against re-piercing. If you insist then be sure to only use high quality jewelry made from 18k gold, or perhaps surgical steel or titanium. Avoid all costume jewelry. Beware that the keloid can come back or get bigger with any jewelry.

Depends: A keloid is over active scar tissue. Sometimes removing keloids can actually cause them to grow. Speak to your family physician or dermatologist for the best treatment for you. If it is not bothering you, it doesnot hurt anything.
