Depends : The thickness of the fat layer varies greatly between different parts of the body and in different people. The fat layer in hands and feet is usually quite thin while fat on the abdomen can be several inches thick. Obese people may have several inches of fat while athletic people may have nearly none. Nerves are present in the skin and below the fat but tendons are only present underneath the fat.

Compression: Sounds like you have a compressed nerve somewhere which can cause the numbness, as for the diabetes diabetic neuropathy can cause the numbness of which you speak of but generally found in severe diabetics and seen mostly in the lower extremities.
