Yes, but other: causes are more common. You may not taking enough of these vitamins with your diet. Try taking 5000 units of vitamin D3 daily for three months and retest. B12 is more complicated, if you have poor absorption you will need injection of B12. For now try taking about 50 micrograms of B12 daily by mouth and recheck in about 3 months.

the 'protein in my liver' part of your question does not make much sense. 

But, we now know that every human needs to have a good level of vitamin d in  our bodies.  We do not get much of this from the sun and so it is wise to start and stay on a daily vitamin d.

Blood in the urine is usually a sign of a bladder infection. If the bleeding increases or you are a smoker you need further tests.

Probably unrelated: Vitamin d deficiency is very common and if your alt is up long-term i'd look for another cause. This could be anything from drinking to some medication you're taking (even common ibuprofen) to something serious like hemochromatosis, wilson's, autoimmune or viral hepatitis, or antitrypsin deficiency, or just your body's way of asking for more physical exercise.

can i take cod liver and electrolyte powder at the same time? i'm on a low carb diet eating veggies, meat, some berries, dark chocolate each day but i know that you need electrolytes and i'm lactose intolerant so i don't get much vitamin d. thanks!

Carefully: A sports drink after exercise is fine, but there is no need to have electrolyte powder which can lead to abnormalities in electrolyte levels in the blood. Vit D3 daily in recommended doses is advised. Please check with your physician.

Vitamin D Levels: No most people are Vitamin D deficient because of diet and sun exposure. Supplementation will solve the problem. Good idea to get tested.

i realize this is vague but i'm on prescribed vitamin d supplements (50,000 units 1x a week) and this is my second week taking them. so far it seems the day i take them i feel kind of tingly on my right side (around my liver). any thoughts?

Stop Dangerous D2!!!: The 50,000 iu form of D is vitamin D2. I don't know why doctors prescribe this as research shows it increases mortality by 2% whereas vit D3 reduces mortality by 6%. I advise stopping dangerous D2 and taking over-the counterD3- most adults need 5-8, 000 iu/day to achieve optimal levels of 50-80; best to take with Vit K.See

I'm worried you: have reported the incorrect units. Vitamin D (usually taken in the Vitamin D3 form) is usually dosed in IU's -- International Units NOT mg (milligrams). If you were taking 1000 MG it would be something like 40 million IU's! So assuming you are really taking 1000 IU's daily, that dose is very reasonable, considered safe, and shouldn't affect your liver. All supplements should be reviewed with Doc:)
