Maybe: If you have not had eye issues in the past, or if your eye problems have been well controlled for at least 3-6 months you could consider eye surgery.  However, if you currently or recently had uveitis or other eye issues, it would be best to wait until these are better controlled.

Almost always: Nearsightedness is the most common thing treated with lasik.  Your lasik surgeon will determine if you qualify and if so, it is safe and effective.

Stable prescription: most people can consider laser eye surgery when their distance prescription has become stable for at least 12-18 months, generally when they around 21 years of age or so.
Other factors also come into play, so a consult is required to make sure your eyes are otherwise suitable for surgery.

Yes!: If your friend is an appropriate candidate, then refractive laser surgery is absolutely safe. It is surgery, and there are risks involved, but the majority of people who have lasik/prk/or advanced  surface ablation do great!  be sure to follow the instructions your surgeon provides.

Yes: A scleral buckle is used to fix a retina detachment.  In doing so it also increases the myopia (nearsightedness) of the eye.   Lasik can help improve the uncorrected vision.  Usually retinal clearance is sought before hand.
If a small cataract has developed, proceeding with cataract surgery first may be more prudent in correcting the vision.

Not with nystagmus: Laser can correct astigmatism but with nystagmus the eye may move and create problems with the cornea. Stay away from Lasek and other laser procedures.

It depends: You will need to speak to your refractive surgeon to see if you are a candidate. The newer lasers are very effective in treating both high myopia and hyperopia. Even if you are not a candidate for laser vision correction, there are other options for vision correction.

Eyes still developin: Your eyes are still growing and so lasik may be a waste of money if your eyes are still changing.  Legally, lasik was only tested on adults.

You would want to?: If your laser eye surgery is for glaucoma or retinal problems you will still need glasses. If your laser eye surgery was done to reduce your dependency on glasses why would you still want to wear them?
