Probably not: The skin cancer commonly associated with HIV infected persons is Kaposi's sarcoma, which caused by another virus. The warts, of which there are many varieties, are generally caused by human papilloma viruses. Some of  these have  a potential to turn malignant  for which HOV vaccine is recommended in younger folks for its prevention.

SEBORRHOEIC BLEPHARI: Seborrheic blepharitis (dandruff ofthe eye lids) is what you are  describing and is often associated with a  staph inflamation that completes the rest of your symptoms.  Some 50% of patients have a dry eye syndrome and meibomian gland dysfunction.  The treatment may require treating the associated processes  and is best handled by an ophthalmologist who has an interest in this disease.

Pain in one eye may be caused by many things including a foreign body, injury, inflammation, sinus congestion, headaches, and many other eye conditions.  If a "white picture in a corner" refers to a flash of light, then evaluation by an ophthalmologist (eye md) is your best next step.

Go to ER: This sounds like a new onset 6th nerve palsy.  This needs urgent evaluation.  Go to the nearest emergency room now.

Ice, luck: Usually a basketball hit, only affects the soft tissue around the eye.If your vision is ok and the eyeball not red and no flashing lights or floaters are seen, then you can wait it out.  Ice will minimize bleeding in the soft tissues but if enough vessels are damaged, you will be stuck with a shiner.  This is a chance to raid your mom's cosmetics to cover up the bruising.

Take him to doc: Given location of the swelling and in the absence of any other useful information, best would be to take him to the doc promptly. From trauma to possible infections that may be rapidly spreading and result in loss of function, a variety of conditions may account for his problem. Or in other words this needs to be addressed as a medical emergency.
