Not enough info...: Without a direct look these spots, it is surely hard to give right diagnosis although sebaceous glands or pearly penile papules or foreskin-related rash, etc. may be. Clinically, if not increasing in size &amp; number,  not changing in their look, and not hurting, they are probably nothing serious; if so, leave them alone and see. If not, to to be re-evaluated in 6-12 months is reasonable.

Soap: An easy way to remove the oils would be to wash you face with soap, frequently. 
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Before : ... Before you can have a treatment that makes sense,  you have to have a diagnosis.  Treatment depends upon diagnosis.  Perhaps start with your primary care provider.  See a dermatologist if things are not clear.

Difficult to say: There are many causes for "red itchy bumps."  Without a detailed examination and history, it would be difficult to pin down a specific treatment to help you.  In regards to your dry skin, benzoyl peroxide can make this worse and may not be helpful in your situation.  I would recommend seeing a dermatologist and keeping your skin hydrated in the meantime.

NEVER HEARD OF: I have never heard of this phenomena usually the opposite. Stay off alcohol for a while and see what happens. Try to hydrate adequate with water and avoid spicy foods.

Nutrition: Be sure that you are adhering too a good diet  (that is plentiful in rich fruits and vegetables) and getting plenty of exercise. Another possibility to consider is hypothyroidism. Sometimes it can cause this presentation. Best wishes.

Maybe anxiety: You have lots of generalized symptoms which sound like they stem from anxiety and depression.  See a doctor to rule out a virus, but if this has been recurrent it is time to get therapy. You may have difficulties recognizing stress and coping with what you need to be doing about it.  Sometimes it is easier to to focus on things that will not solve the actual problems.

: Try changing your laundry detergent, wear a loose underwear and apply cortisone OTC cream. If it does not get better pl see a Urologist or dermatologist. I hope that helps you
