: As general rule muscle growth and improved tone are stimulated by weight training the muscle. Meaning working the muscle to fatigue ( the point that it becomes hard to do the exercise and maintain proper form) and gradually increasing the  resistance and/or the number of repetitions. One must be careful to avoid overuse injury. Muscle size gains are limited in woman vs men related to testosterone.

Why?Pursuit of an ever-receding ideal. Maturity=growing past such.

By following regular exercise and healthy diet it is possible to loose weight and body fat, but not in a specifc body part as such. 3% is too low!: Woman tender to have more bodyfat than men but for either, 3% is too low! the best way to lose weight is to burn more calories than you consume, eat high fiber and high protein and minimize refined sugars. 1kg a week is the max you should try to lose.
