Nsaids: Nsaids like Ibuprofen or Naproxen help reduce inflammation, which may be cause of the pain.  If the pain is from recent trauma, ice and elevation can help.  If the pain continues, it is important to see your doctor for an evaluation.

Depends: It depends: normally we suggest against any exercise that causes pain while performing it. If you have an ankle injury, try doing non weight bearing, upper body exercises until your ankle feels better.   Elliptical trainer is one wt. Bearing exercise that, as long as you keep your feet flat, you may find non painful.

You would: Know if it was swollen simply by looking at it. So the question is why do you have constant pain.  For that a clinical exam and likely an x-ray is in order. Depending on that exam you may have your answer or the doc may want to order an mri....Either way constant pain warrants a trip to the foot and ankle specialist.

Stiffness: Could be stiffness judging from your age and gender.  Although there are many other possibilities, from limited medical history my guess would be stiffness and recommend stretching your ankles in the morning and before you go to bed.  Also, staying hydrated is important especially in this type of summer.  Hope this helps.

Possible.: Chronic ankle pain might just need an exercise program but you could also have loose pieces or something could benefit from surgery.
