Don't work: Creams do not work.  There are many vein clinics where they can offer you cosmetic solutions based upon your anatomy and findings. Therapy could include laser therapy, vein ligation / stripping, or vein ablation.

Exam first: The primary goal is to determine why there is an enlarged or engorged group of vessels on the eye.  Is there an underlying tumor with a sentinel feeding vessel or is there a pterygium?  If no cause is found and the blood vessels are unsightly, excision with cautery usually proves to be successful.

Ignore it: Most of these will spontaneously disappear over a period of months if left alone. You can consult a cosmetic dermatologist to see if any of their several laser treatments would help.

Probably dry: Prominent conjunctival vessels usually are an indication of ocular dryness, wind, dust, other environmental exposures. Allergies ; the treatment of them can also make your eyes red. Inflammations ; infections would have obvious associated issues besides redness (pain, discharge, sensitivity). You can try lubricating eye drops like refresh™ optive 3-6 times per day to see if helps. An eye exam need.

Depends on severity: If by bulging veins you mean varicosities you can help with support hose, elevating your legs when sitting and working on weight loss if overweight.

Leaky wbc: Your question contains a pathology description mixed with uncertain symptoms. I think you need to ask a doctor in person to get a good answer. It sounds like you have a systemic inflammatory condition.- I am being vague because of the lack of information

Likely Hematoma: You may be working out too hard and rupturing your blood vessels into the exercised muscles.  Take it easier, and build up to heavy reps rather than jumping right in.  Now, it is possible that your vessels break easily (are "weak"), or your blood is "thin" (you don't clot normally).  Avoid aspirin, Ibuprofen and anti-inflammatories (unless you get a hematoma, when they are helpful); try vitamin c.

Not really - time: Even a single drop of blood with a subconjunctival hemorrhage can have a dramatic appearance. Just like a bruise, it usually takes 10-21 days to resolve as the blood breaks down. Be sure to use some artificial tears for irritation and if the hemorrhage is accompanied by any other symptoms, see your ophthalmologist.
