do i have hernia i received  pain when i was working out my abs. i still hve pain; its 3 weeks later. the pain is getting betteris it ab muscle strain?

Not necessarily: Hernia is possible, but muscle strain more likely. Is there a knot or swelling in the sore/painful area? Muscle strains can takes a long to to heal and resolve. If it continues see you doctor. An exam is needed to determine if it is a hernia.

Doctor can evaluate: There are many causes of pain in the left lower abdomen, pubic area, and groin, such as bowel problems (including a hernia), an infection, or a tumor. A primary care doctor can evaluate if the pain is mild or moderate. If there begins to be severe pain, one may need evaluation at the Emergency Room, with perhaps urine tests, blood tests, and maybe CT and/or ultrasound scanning.

Hard to tell: Sometimes hard to tell.  If a bulge is present you probably have a hernia.  If not, it could be either.

Yes: The iliopsoas, iliacus and tensor fascia lata can all effect/generate spasms and pain in lower back and thighs...  Any anterior abdominal "pull" such as an inguinal or ventral hernia may precipitate said spasms and pains.

Not related: Muscle strain does not cause a hernia to form. Muscle strains resolve with local heat, rest and anti-inflammatory medication (ibuprofen). Hernias are a weakness through the abdominal wall, do not heal on their own, and are not related to a strain injury.

Non specific: Complaint! not sufficient for a diagnosis. If it bothers him enough he should be examined by his family practitioner.

Doctor can examine: If one has very uncomfortable tummy pain, and is normally in good health, plus is not pregnant, the possibilities include: pulled muscle of the abdominal wall, bad constipation, stomach flu, appendicitis (usually right lower tummy), colitis, kidney problems, etc... Most people with moderate (more than mild) pain, or recurring pain, need a doctor's evaluation to be sure it is not something urgent.
