Lips: Any pigmented or dark spot should be evaluated by a dermatologist to rule out skin cancer (melanoma for instance) .  A dark spot could represent a simple freckle or an abnormal mole for example.  At times a simple biopsy is recommended to  remove the spot and allow for evaluation.

Once cracked, lips get irritated by routine foods and juices. A doctor can examine.

Can not/should not: If the inquiry is about the natural lip pigmentation then you cannot. Some injuries can create a loss of the special tissue that makes the lip and if that is replaced by a skin graft or tissue from nonsimilar areas then that area will look like a lighter patch of issue which does not look good. In these situations the goal is to try and get pigmented tissue back there to correct the deformity.

See MD: Can't tell here. Some pigmented lips are normal (dark skinned people), some are not. Can be a physical exam marker for a genetic condition called peutz-jegher's syndrome; associated with a variety of polyps and some increased risk for malignancy (cancer). See your doc, and ask.

White patches on lip: Slowly progressive white patches anywhere in the oral cavity can be an indication of "leukoplakia" ('white plaques') which sometimes turns into cancer. It is more common in smokers and those who drink alcohol. If it is persistent for more than a month, you should see a doctor to see if a biopsy is warranted. (it usually is.).

Vitiligo: Cthere have been some therapies  which are innovative; however, specifically in the realm of dermatology. I am not aware of any cream or pills which would help. Consult a dermatologist.
