Each hospital has a different policy regarding records release.  Typically your authorization in the form of a signature is required for the release of records.  Courts are also able to subpoena medical records.

Anxiety attacks?: People experiencing panic attacks very commonly feel something is wrong with heart or lungs, and go to the er.  It's good that the doctors examined & released you, because it means they found nothing wrong with your heart, etc. Would be good to follow up with your own physician, who can keep working with you on this problem.  There are medicines that can prevent future episodes.

Be prepared: Knowledge dispels fear.  Take a basic first aid class. Take CPR training. If you live in an area prone to natural disasters make a plan in advance for what to do.  While not every situation will be the same, if you have the proper knowledge you will be able to apply it to the situation as needed.
