hi there is a dry skin patch under my right eye and now i have random dry skin patches on my face and neck and right ear lobe. i have no idea why?

Such might be eczema: A primary care doctor or dermatologist can evaluate. To treat mild or moderate dry skin eczema, many people use hydrocortisone cream twice a day, for a week or two. It's cheap, found at most stores and works well. A daily moisturizing cream (Cetaphil, CeraVe, Eucerin, etc.) used 2-4 times a day helps to heal eczema and to prevent return of the rash. Most eczema patients try to avoid soaps.

Dermatitis: Dry wrinkly under eyelid skin in some individuals may denote a superficial dermatitis related to a variety of causes, especially at age 19. Evaluation by a dermatologist or an ophthalmologist is warranted. A variety of topical medications can resolve this as well as removal of an offending agent when identified.

May be regression: Many vascular birth marks regress with age. Try using an emollient like Vaseline to hydrate the skin.

For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

i have a small red patch of dry skin below one eye. i have never had dry skin or rashes on my face; should i have this checked out or wait for a bit?

Rash: May represent several things from seborheic dermatitis to rosacea to skin sensitivity or contact dermatitis due makeup. Yes see physician. Can't make diagnosis w/ o picture or seeing rash and whether other clues like dandruff(scales) on eyelids, eyebrows or other clues. Simple until see dr. Use cerave facial wash, and cream. Safe. Over counter.

Eyelid Dermatitis: You most likely have eyelid dermatitis which is an allergic or irritant reaction.  You can try otc cortisone cream but if that does not work see your dermatologist.

dandruff and dry skin i have patches of dry itchy skin on my scalp and hair-line. i also have a few patches of red itchy skin near my eyes and eyebrows. any idea what would be the cause of this and any solutions would be great too.

The areas you describe would fit a diagnosis of seborrheic dermatitis, which usually involves redness and flaking of the skin at the scalp, near eyebrows, around the nose, or in other parts of the body.  This could also be eczema or possibly psoriasis, which are diseases of the skin caused by inflammation.  I would recommend a visit to your doctor - it would likely only take a quick look to tell the difference and to prescribe the appropriate treatment.  While these are some likely reasons, for skin problems, the only way to know for sure is to see the rash.

i have a question about dry skin on the genitals, recently a few weeks ago a red dry skin patch under the top side of my penis head and i have zero symptoms, no itching, no discharge, no bumps/burns. its just there, do you know what this could be?

Hives reaction?: There is a condition called urticaria or hives and the triggers may include both exercise and cold air. There is a release of histamine. Use an eczema moisturizer and oatmeal bath to relieve itching and take an antihistamine daily until symptoms subside. Watch for signs of distress and wheezing. Other causes include food triggers eating near or around the time of exercise.

Need Evaluation: Dryness with flaking skin around the eyes could be related to excema or ocular allergies  if you are rubbing your eyes frequently.  Or a localized dry area could be a sign of an early skin cancer.

I would recommend seeing an ophthalmologist for a evaluation.  Additional be careful with applying any cream too close to the eye as this can cause eye irritation.
