Need Evaluation: Dryness with flaking skin around the eyes could be related to excema or ocular allergies if you are rubbing your eyes frequently. Or a localized dry area could be a sign of an early skin cancer. I would recommend seeing an ophthalmologist for a evaluation. Additional be careful with applying any cream too close to the eye as this can cause eye irritation.
