I have a question about dry skin on the genitals, recently a few weeks ago a red dry skin patch under the top side of my penis head and i have zero symptoms, no itching, no discharge, no bumps/burns. its just there, do you know what this could be?

Not unusual to get red patches like you describe.
One of the most common red patches on the head of the penis is Psoriasis.
Do you have any scalp issues , ie. scaling, ear irritation, nail changes etc. which could suggest Psoriasis?
