Itchy: Two choices:
1: Go to the nearest Pharmacy and they are very likely to recommend some cream or similar. Cost is low.
2: If you don't like that idea please go to the nearest Emergency facility. Not my first choice.

Sun damage: Does not have to be dry to peel.  The sun actually blisters up the skin and you slough the outer layer, dry or not.

Good Skin Hygiene: Avoid long hot showers, frequent hand washing, and harsh and drying cleansers like Ivory, Irish Spring, or Lever 2000. Apply fragrance-free moisturizer like Vanicream or Aquaphor at least two times per day. Reduce itch with OTC antihistamines like Zyrtec. For break-through itch, oral Benadryl (diphenhydramine) and/or Sarna lotion can be added. Irritating environmental factors should be avoided.

Dry Skin: Moisturizers provide a seal over your skin to keep water from escaping. Thicker moisturizers work best, such as over-the-counter brands eucerin and cetaphil.Aveeno (oatmeal) lip conditioner essential moisture spf 15 and blistex lip infusion spf 15 for dry lips. Don't lick your lips and try to moisturize your hands right after a shower.

Need to examine: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It would be proper to discuss it with the doctor treating you for dermatitis.

Gloves. Moisturizer: Protect hands at work and use moisturizer such as cerave,  neutrogena norwegian formula especially on winter in northeast and midwest.

Varies: It is possible to become pregnant if live sperm are transferred from outside the body to inside, however that likelihood diminishes with time as the ejaculate dries out.  Sperm typically live outside the body as long as the ejaculate has not dried out and they still have energy to attempt to fertilize an egg.  The answer is, this varies.
They can live inside the female genital tract for a few days

i was sorting through mail after being out of town. i hadnt noticed one of the envelopes appears to have dried blood. i have multiple cuts on my fingers due to dry skin. does this put me at risk for hiv?

Very Unlikely: Even if the what you think is dried blood, is dried blood, you are at an Infinitesimal risk of getting HIV.

: Eczema is not caused by type of skin but dry skin can facilitate entry of trigger factor much easily, also eczema causes dry, chafed skin hence many people associate dry skin with eczema. Genetic predisposition and presence of triggering factors like nickel metal, soaps, thickening material used in shampoo, cleaning solution, neomycin, bacttoban , can cause eczema. Hope it helps.

Wrinkly palms.: Some possibilities are excess exposure to water, some antibiotics, or genetic. Recommend consultation with the Pediatrician.
