Primary care: It would be prudent to start with a primary care provider. She/he may be able to address the issue, If not, the doctor will make a determination of the nature of the lesion and provide an appropriate referral.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form.  Drink enough water daily so that your urine is mostly colorless.
Practice safe sex. 
Get HPV vaccine.

dandruff and dry skin i have patches of dry itchy skin on my scalp and hair-line. i also have a few patches of red itchy skin near my eyes and eyebrows. any idea what would be the cause of this and any solutions would be great too.

The areas you describe would fit a diagnosis of seborrheic dermatitis, which usually involves redness and flaking of the skin at the scalp, near eyebrows, around the nose, or in other parts of the body.  This could also be eczema or possibly psoriasis, which are diseases of the skin caused by inflammation.  I would recommend a visit to your doctor - it would likely only take a quick look to tell the difference and to prescribe the appropriate treatment.  While these are some likely reasons, for skin problems, the only way to know for sure is to see the rash.

See your doctor plea: Please see a doctor to make sense of your symptoms. Eczema, Asthma and Hayfever triad tends to run in families. Your doctor might need to get a detailed history and examine you to come to a logical diagnosis. This will be important for planning a treatment approach based on incontrovertible evidence

Hay fever: You likely have allergic rhinitis with contact headaches (? sinus infection). The dry throat is from mouth-breathing.   Have you tried nasal steroid?

Eyelid Dermatitis: You most likely have eyelid dermatitis which is an allergic or irritant reaction.  You can try otc cortisone cream but if that does not work see your dermatologist.

Unrelated: Your symptoms may not all be related to each other. Your sore feet can be from bad quality shoes you are wearing or if you stand too much during the day. As for the other symptoms, nasal congestion can give you headaches, it is not a flu, but could be allergies if your eyes itch too. Do you have a pet? See your doctor first to see what the problem is.

Unlikely: Like all medications lisinopril (a common medication most used to treat high blood pressure) can cause side effects or adverse reactions for some patients.  However, red, itchy eyes and chronic heartburn are not common with this medicine.  I suggest a physician review any other medications/supplements that you may be taking to make sure there are no other medication causes for your symptoms.

Lots of symptoms: that it can be from seasonal allergy to sinusitis to ? Can be more serious and only a physical exam by your doctor can be more definitive. S/he will have to do a HEENT exam of your head, ears, nose, throat and put the pieces together and offer a treatment plan. That's best for you!
