All are safe: Both silicone and saline implants are safe. Neither increases the risk  of breast cancer. Silicone gel implants are gelatinous (gummy bear) implants that do not leak if ruptured.  They are more commonly used today. Liquid Silicone implants may rupture and leak, but leakage has not been clearly linked to subsequent disease.

You can but....: I recommend waiting a few years. You are still technically in puberty and breast are still developing. Many of us are late bloomers and develop breasts later than our friends. Breast size has no relation to the wonderful person you are on the inside. Love who you are!

Having said that silicone breast augmentation performed for the proper indications in the right patient and for the right reasons using reasonable sized implants with appropriate follow up is a very safe procedure. Seek the skills of a board certifies plastic surgeon who will guide you through this process and discuss the risks involved.

Yes: The short answer is yes.  However, if you go smaller in size, there may be excess skin that would need to be addressed.  This may involve additional incisions.  It's best to discuss this with a board certified plastic surgeon.

They shouldn't : Cleavage can't be created if you are not born with it.  Implants will make your breasts larger, but they should not cross the midline(symmmastia). This can be repaired. Please search out a board certified plastic surgeon with a significant amount of breast experience.

Most likely: If you are healthy, you are dissatisfied with the size of your breasts, breast augmentation is an option. Be aware that excess weight is an independent risk factor for any surgery, and that changes in weight in the future may affect the size of your breasts, but not your breast implants.
